Among its specific recommendations, the Group suggests that the Secretary General of the Council of Europe should appoint a high-level special representative to bring the content of the report to the attention of political leaders and to monitor its implementation, and that Poland and Ukraine, as presidents respectively of the EU and the Council of Europe Committee of Ministers in the autumn of this year, should convene a joint summit on diversity to “consider the issues raised in this report and agree on a joint strategy for action in the field of diversity and human rights”.

General remarks:

It will be a real working conference with exchanges between representatives of cities (elected officials, public service officers, migrant representatives) by using different cities for a case study approach. Cities will be asked to send information before the conference on different items. Conference organizers will get in touch with them to help produce the papers.

Meeting of the PILOT CITY co-ordinators
Meeting of the Pilot city coordinators gathered some 30 participants from 12 cities included, CoE experts and the NGO-s. Present also was the crew from the YU ECO TV Station Subotica, who was filming the event, making interviews with most of the participants and experts.
In his introductory notes, Phil Wood presented an overview of possible approaches to the development of a set of indicators which would help cities assess progress and compare themselves to other cities nationally and internationally. The indicators should be able to do the job without a prohibitive cost. He asked city representatives what information/research/surveys exist, what is the minimum they are prepared to do, and what is their “dream scenario”.

EUROPEAN INTERCULTURAL CITIES PROGRAMME (ICC) PDF Print E-mail

City of Subotica has been selected for the newly established network of the European Intercultural Cities (ICC) Joint programme of the Council of Europe and European Commission. The network of fourteen cities include also: Reggio Emilia Lyon, Lublin  Patras, Tilburg, Berlin-Neukeln, Oslo, Greenwich, who are involved in intensive exchange of good practice in areas of good local governance in multiethnic and multicultural communities. Components of the programme range from public discourse, preservation of cultural heritage, information, mediation and education. The Joint programme started in 2008., and is designed as a permanent networking activity to promote good local governance and diversity management involving different local actors and partnerships with civil society organisations.

Joint action of the Council of Europe and the European Commission

Phil Wood, CoE expert for intercultural cities programme visited Subotica to contact the new municipal leadership and to explore the area of cooperation in which Subotica can be a host city. Subotica will be included in good intercultural governance and in mediation.

Liverpool, the European Capital of Culture 2008., was the host of the major international conference held from 1st – 3rd of May to mark the European Year of Intercultural Dialogue 2008.

The delegation from Subotica, composed of Ms. Andrea Losonc, Mayor’s office and Stanka Parac, Delegate of Local Democracy Agency Subotica were among the participants of the event that gathered around 200 representatives of local authorities from across Europe, as well as from US, Canada and Australia.

CITY OF SUBOTICA – POTENTIAL PARTICIPANT IN THE PILOT PROGRAMME: EUROPEAN INTERCULTURAL CITIES OF THE COUNCIL OF EUROPE PDF Print E-mail

At the Round Table on interethnic tolerance in Subotica (31st August 2007) held in the framework of the EU supported project: Local Partnerships for Tolerance, LDA in co-operation with the host city authorities submitted the proposal to the Council of Europe to be included in the Pilot Programme: European Intercultural cities. Following this expression of interest, the delegation of the Council of Europe (DG Culture) visited Subotica in a fact finding mission. The delegation was composed of: Ms. Irena Guidikova, Mr. Phil Wood and Mr. Paresh Solanka. They were having separate meetings with the representatives of the city authorities, civil society organisations, cultural institutions, local media and media in minority languages. Particular area of interest were innovative specific forms of intercultural governance, activities of civil society organisations, cultural programmes and local media.
